The Teachers Service Commission (TSC) has announced updated qualifications for primary school teachers seeking deployment to Junior Secondary Schools (JSS) as part of its ongoing efforts to address the critical teacher shortage in Kenya.
To fill the gap of 72,422 teachers, TSC plans to deploy 6,000 Primary Teacher Education (PTE) graduates to JSS this year. This deployment initiative, which began in 2019, was introduced to promote career progression for teachers frustrated by job stagnation despite upgrading their academic qualifications.

TSC CEO Dr. Nancy Macharia stated that a total of 149,350 teachers are needed to manage Grades 7, 8, and 9 under the Competency-Based Curriculum (CBC), but only 76,928 have been hired, representing 51.5% of the required workforce. This phased deployment is part of a broader strategy to ensure every junior secondary classroom is staffed adequately.
New Deployment Requirements for P1 Teachers
Qualified candidates must meet the following criteria:
1. Active registration with TSC.
2. Current employment as a primary school teacher under TSC, without any interdiction or disciplinary issues.
3. A minimum Diploma in Education with a KCSE grade of C+ (or equivalent) and C+ in two teaching subjects, or A-level qualifications with two principal passes and one subsidiary pass.
4. Completion of at least eight units in each teaching subject.
5. Bachelor of Education holders qualify, but those with a Primary Option degree are ineligible.
Applicants must present original and photocopies of academic credentials, a payslip, and a verification letter from their head of institution.
