The Teachers Service Commission (TSC) has temporarily paused the deployment of teachers to Junior Secondary Schools (JSS) and special institutions, citing pressing priorities. According to TSC officials, the ongoing teacher recruitment drive and preparation for national exams have taken precedence, delaying the deployment exercise.
Initially, TSC planned to begin the deployment of primary school teachers to JSS and special units in September 2024. TSC CEO Dr. Nancy Macharia assured that over 18,000 teachers from primary schools would eventually be deployed to support JSS, with 3,600 specifically designated for special schools. However, this process will now follow a phased approach due to budgetary constraints and logistical challenges.
The deployment process targets teachers with qualifications such as Diplomas or Degrees in Special Needs Education (SNE). Teachers with secondary education qualifications were previously prioritized, but recent updates have expanded eligibility to include primary option, ECDE, and SNE graduates. Despite the adjustments, TSC acknowledges a shortage of 70,000 teachers needed to effectively manage Grades 7, 8, and 9.
The phased deployment will involve promotions based on qualifications. For instance:
– Teachers in Grade B5 with diplomas will advance to Grade C1.
– Those in Grade C2 with bachelor’s degrees will move to Grade C3 if they meet specific criteria.
TSC has already compiled county-level lists of eligible teachers and is conducting document verifications. Headteachers have been tasked with submitting additional data on eligible candidates.
While the delay has disappointed some educators, TSC remains committed to addressing the staffing crisis and improving education standards in junior secondary and special schools. Future deployment phases are scheduled for January and June 2025.
