The Teachers Service Commission (TSC) has initiated a long-awaited process to approve transfer requests from delocalized teachers. This decision comes after months of frustration and protests from educators who sought to return to their home counties. To manage the process effectively, TSC has established transfer panels at different administrative levels.

For transfers within sub-counties, the panels are chaired by TSC Sub-County Directors, with the assistance of Curriculum Support Officers (CSOs). Transfers within counties are overseen by TSC County Directors, while Regional Directors handle those between counties within the same region. Inter-regional transfers are managed by TSC boards headquartered in Nairobi.

In September, TSC encouraged teachers to apply early for transfers. Approval of these requests will begin in December, with transfer letters being issued in January. The commission decided to limit transfer approvals to once a year, aiming to minimize disruptions during the school calendar, especially during national exams.

 

The teacher delocalization policy, introduced in 2016, aimed to deploy teachers outside their home counties. Initially affecting classroom teachers, it was later expanded to headteachers and principals. However, the policy faced criticism for separating teachers from their families and communities. The Kenya Kwanza government declared the program illegal in 2023, leading TSC to revoke it and initiate the return of teachers to their home counties.

 

Despite this move, the process remains complex. Of the 46,926 teachers who applied for transfers by June last year, only 20,055 were successful. TSC continues to ensure that vacancies and replacements are available before approving any transfer. Teachers can track their applications via the TSC portal and collect their transfer letters from county offices in January.

 

This development marks a significant step toward addressing long-standing concerns of delocalized teachers.
