Confusion As TSC Changes Stance On Promoting Primary School Teachers To JSS . TSC Promotions Delayed: 20,000 Primary School Heads Left Waiting

 

The Teachers Service Commission (TSC) CEO, Nancy Macharia, has announced that 20,000 primary school headteachers seeking promotion to Junior Secondary School (JSS) principals will need to wait longer. Speaking at the Kenya Primary School Headteachers Association (KEPSHA) conference in Mombasa, Macharia explained that these promotions hinge on terms outlined in the 2025-2029 Collective Bargaining Agreement (CBA), which is yet to be drafted.

She urged headteachers to collaborate with the Kenya National Union of Teachers (KNUT) in the interim to familiarize themselves with the responsibilities tied to JSS leadership roles. Macharia also appealed to the National Assembly Committee on Education and Research to support the process, promising swift approvals from TSC once the time comes.

This development leaves many primary school heads, who have been acting as JSS administrators since the implementation of the Competency-Based Curriculum (CBC), in limbo. While promotions were anticipated this year, the earliest they can now assume their roles is 2024.

 

Macharia also highlighted challenges with Special Needs Education (SNE) promotions, noting that qualified teachers are not applying despite existing vacancies. Additionally, she urged school heads to submit casualty forms for newly hired teachers promptly to avoid delays in salary payments.

In the broader teaching landscape, challenges persist. Earlier in October, TSC re-advertised 46,000 permanent teaching positions for internship graduates, though technical glitches plagued the application process. Following this, an additional 20,000 internship positions were announced for temporary appointments.

 

President William Ruto has pledged to hire 20,000 more teachers in January 2024 to address the teacher-learner ratio gap, emphasizing the importance of ensuring all children in Kenya receive quality education.

 

The delays and uncertainties continue to impact teachers and administrators across the country, highlighting the ongoing challenges in implementing education reforms.
