TSC Announces Promotion Of 1208 C4 Primary Deputies To Headteacher . The Teachers Service Commission (TSC) has announced that 1,208 primary deputy headteachers will be promoted to headteacher roles in various regular and special education schools at the start of the new school year. This promotion is part of TSC’s broader plan to fill 5,690 administrative vacancies for school leaders across the country.
According to TSC’s promotion criteria, deputy headteachers currently serving as acting Heads of Institutions (HOIs) will have an edge in this promotion round. The promotion requirements prioritize those with significant experience in leadership roles, emphasizing the importance of time served as a deputy headteacher.
To be eligible for these headteacher positions, candidates must have served as Deputy Head Teacher II at TSC Scale 9 for at least three years, received satisfactory ratings in performance appraisals, shown strong skills in mentoring and supporting other teachers, and met any additional requirements set by the Commission.

Once applications are submitted, candidates who meet the qualifications will be shortlisted and invited for interviews. During the interviews, applicants will need to provide documents, including their TSC appointment letters, performance appraisal ratings from the last three years, and KCPE and KCSE performance records for their schools.
In alignment with Kenya’s Constitution and Chapter Six on “Leadership and Integrity,” candidates must also present five critical clearance documents:
1. A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
2. A Clearance Certificate from the Higher Education Loans Board (HELB).
3. A Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
4. Clearance from the Ethics and Anti-Corruption Commission (EACC).
5. A Clearance Certificate from an approved Credit Reference Bureau (CRB).
Successful candidates currently in acting roles will be confirmed and retained in their current stations, marking a significant career advancement for dedicated education leaders in Kenya’s primary schools.
