TSC Confirms There Will Be No Promotion For Acting JSS Principals . TSC Holds Off on Confirming 20,000 Primary Principals as Junior School Heads, Citing Need for New CBA.

 

Around 20,000 primary school principals who had been acting as Junior Secondary School (JSS) heads will not yet be confirmed in these roles, according to the Teachers Service Commission (TSC). TSC has highlighted that formalizing their positions as JSS principals will impact their terms of service, requiring a review in the next Collective Bargaining Agreement (CBA) cycle, set for 2025–2029.

During the Kenya Primary School Headteachers Association (KEPSHA) conference in Mombasa, TSC CEO Dr. Nancy Macharia encouraged headteachers to collaborate with the Kenya National Union of Teachers (KNUT) to incorporate JSS responsibilities into their job descriptions. This alignment with KNUT, she noted, is essential for ensuring the upcoming CBA reflects the added demands of JSS management. If these duties are integrated into the CBA, TSC will consider supporting the formal title of “Principal” for these educators.

In an appeal to the National Assembly Committee on Education and Research, chaired by Julius Melly, Dr. Macharia requested support to ensure these provisions are included in the new CBA. She also emphasized the importance of submitting timely casualty forms for newly recruited teachers to avoid delays in salary payments.

 

Dr. Macharia encouraged Special Needs Education (SNE) teachers to apply for recently advertised promotional positions, noting that many eligible teachers have yet to take advantage of reduced qualification criteria. Additionally, TSC plans to fill 20,000 intern positions by January 2025, and Dr. Macharia urged lawmakers to allocate more funding to support these efforts.

 

Acknowledging headteachers for their dedication, particularly in managing recent education transitions and the Kenya Primary School Education Assessment (KPSEA), Dr. Macharia praised their commitment to school stability amidst educational reforms.

 

The Kenya National Union of Teachers (KNUT), represented by Secretary General Collins Oyuu, has also advocated for enhanced promotion pathways and additional compensation for headteachers, citing the increased workload brought by JSS management responsibilities.
