The Teachers Service Commission (TSC) is set to deploy teachers to address the shortage in Junior Secondary Schools (JSS) and special schools across the country. This move comes as the TSC prepares to fill the gap created by the implementation of the Competency-Based Curriculum (CBC), which led to the removal of Class 7 and 8 in primary schools.

Addressing Teacher Shortage in Special Schools

TSC CEO, Dr. Nancy Macharia, recently revealed that 18,057 teachers are currently excess in primary schools due to the CBC changes. To address the shortage in special schools, the Commission will deploy 3,600 teachers by the end of this month. These teachers will be drawn from both primary and secondary schools and will serve in special schools and units. TSC will prioritize teachers holding Diplomas and Degrees in Special Needs Education (SNE) for these deployments.

 

Dr. Macharia mentioned that more sets of deployments are planned for January and June next year. However, due to budget limitations, TSC will carry out these deployments in phases. Special schools currently face a shortage of 5,362 teachers, and the Commission has already deployed 1,763 teachers to these institutions in May 2024. Primary school teachers with SNE qualifications will be assigned to special schools based on their specialization.

 

 Deployment to Junior Secondary Schools (JSS)

Good news as TSC is set to deploy these teachers to JSS. According to Dr. Macharia, Junior Secondary Schools need 70,000 teachers to handle grades 7, 8, and 9. TSC plans to deploy over 20,000 teachers with Diplomas and Degrees in education. These teachers will help bridge the staffing gap in junior secondary schools, where there is an urgent need for qualified educators.

 

Teachers at grades B5 and C1, who hold Bachelor’s degrees, will receive appointments to grade C2. Additionally, B5 teachers with Diplomas in education will be promoted to grade C1. Teachers at grade C2 with a Bachelor’s degree, who were promoted on or before March 26, 2021, will be moved to grade C3.

 

Those at grade C1 with a diploma who were promoted before the same date will be promoted to grade C2. Teachers who haven’t completed the required three years in grade C1 or C2 will receive deployment letters but will remain in their current grade.

 

 TSC Prepares for Teacher Deployment

TSC has already compiled lists of eligible P1 teachers from its database, which includes those with Diploma and Degree certificates for deployment to grade 9. The Commission has also gathered additional data from school heads. This data includes the teacher’s KCSE grade, areas of specialization such as BED Arts, BED Science, BED ECDE, and others. Verification of these documents will soon follow, with postings at the sub-county level.

 

The staffing crisis in Junior Secondary Schools has prompted TSC to lower the qualifications for deployment to JSS. Teachers with Degrees in primary education, ECDE, and SNE are now eligible for deployment. Previously, only teachers with secondary option Degrees and a minimum of C+ in both KCSE and two teaching subjects qualified for these positions.

 

Good news as TSC is set to deploy these teachers to JSS, ensuring that both special schools and Junior Secondary Schools will soon have much-needed staff to handle the growing demands of CBC and provide quality education across the country.
