The Junior Secondary School (JSS) teachers’ lobby, led by spokesperson Omari Omari, recently held a meeting with the Teachers Service Commission (TSC), where CEO Dr. Nancy Macharia attended. The meeting addressed several key issues concerning the confirmation of intern teachers.

Unpaid Stipends for Terminated Interns
One of the major concerns discussed was the issue of unpaid stipends for terminated intern teachers, commonly referred to as “moguls.” TSC assured the lobby that all teachers who returned to work but have not yet received their August stipends will be paid by the end of the month. Those who have not reported back are encouraged to do so in order to receive their payments.

 Mental Health Support for Intern Teachers
The meeting also highlighted the mental health struggles many intern teachers are facing, with financial hardships leading to depression and, tragically, several deaths. In response, TSC urged affected teachers to seek support from the Wellness Department. The department can assist with mental health resources and may even recommend transfers for those in need. Teachers were also advised to report any violations of their rights.
Legal Concerns Over Teacher Internships
The JSS lobby raised concerns about the legality of internships for qualified, registered teachers. They argue that the current internship system is exploitative and called on the government and TSC to explore alternative solutions to address the ongoing teacher shortage.
Transitioning Interns to Permanent Roles
Dr. Macharia announced a positive development for intern teachers. All current interns, whether from the first or second cohort, replacements, or previously terminated, will transition into permanent, pensionable (PnP) positions. Although funding has not yet been fully provided, the Treasury has approved TSC to begin the recruitment process for 46,000 intern teachers. Interns are advised to prepare their documents, as the recruitment will follow legal procedures.
Demand for Compensation
The lobby also discussed the issue of compensation. Once interns are confirmed as permanent employees, they plan to demand compensation for the time served during their internships. The lobby indicated that they may pursue legal action or organize protests to ensure the government compensates them for the two years they worked under the internship program.
The JSS lobby remains committed to advocating for the rights of intern teachers under the slogan, “Aluta continua!”
