President William Ruto recently directed the National Treasury to submit additional budget estimates, reducing spending to match projected revenues. This decision, announced on June 28, 2024, led to a significant cut in spending, amounting to Ksh346 billion, affecting various government departments, agencies, and ministries.

 Impact on Education Sector

One of the most affected areas is the education sector. The Teachers Service Commission (TSC) faces a KSh18.5 million budget cut, impacting the hiring of 46,000 JSS intern teachers. The National Treasury has instructed the TSC to wait until the new financial year to employ and verify these teachers. This delay directly impacts the timely hiring of these essential educators.

Broader Educational Cuts

The cuts don’t stop at JSS teachers. The state department of Higher Education and Research faces an KSh8.3 billion reduction. This significantly impacts the Higher Education Loans Board (HELB), which will see a KSh3.2 billion funding cut. Many students relying on these loans for their education may face financial difficulties as a result.

 

 Infrastructure and Program Reductions

The budget for education infrastructure projects has been slashed by KSh3 billion, and KSh2.1 billion has been cut from the cost of differentiated units. The school feeding program, crucial for many students, will lose KSh1.8 billion, and the budget for school infrastructure will see a reduction of KSh1.6 billion. These cuts total KSh3.4 billion, severely impacting the state department of Basic Education.

 

 TVET Institutions Affected

Technical Vocational Education and Training (TVET) institutions also suffer under the new budget. The state department for TVET will receive KSh800 million less, affecting various TVET and TTI initiatives. These reductions will hinder the development and improvement of vocational training programs, which are crucial for skill development and employment.
