Recent Promotions
The recent conference saw principals attending for the first time as substantive heads. This followed the promotion of 545 deputy principals to principals during the 2023/24 financial year, which ended in June 2024.

Upcoming Promotions
Starting from July 1st, the current financial year will see TSC promote 36,504 teachers. This will bring the total number of promotions over the past five years to 71,212.
Clearing the Backlog
TSC boss Dr. Nancy Macharia emphasized the need to promote teachers to clear the backlog. She urged principals to encourage eligible teachers to apply for these opportunities once vacancies are advertised.
March Promotions and KUPPET’s Push
In March, TSC promoted over 36,000 teachers to new job groups out of the anticipated 65,000. Since then, the Kenya Union of Post-Primary Education Teachers (KUPPET) has pushed for the promotion of 50,000 teachers who have been stagnating for an extended period.
KUPPET’s Agreement with TSC
KUPPET Secretary General Akelo Misori revealed that the union’s agreement with TSC will promote teachers in grades C4 and C5 to C5 and D1 positions. Misori also mentioned that promotions will create opportunities for long-serving teachers stuck in Grade C3.
Exclusions and Future Plans
A total of 7,400 instructors in C4 were excluded from the 2023-2024 promotions because they had served in their current grade for less than three years. Misori explained that this grade was made available only two years ago after KUPPET’s lobbying.
Proposed Changes
KUPPET proposed eliminating Teacher Scale C5 for post-primary teachers, allowing a direct move from C4 to senior administrative positions. They also suggested opening non-administrative positions at D4 for senior teachers without requiring them to become school principals.
Addressing Acting Administrative Roles
KUPPET addressed the issue of teachers in acting administrative roles without compensation. Despite TSC citing that acting positions are non-compensable per Salaries and Remuneration Commission (SRC) Circulars, KUPPET argued that TSC’s practice is unlawful. The union suggested that many may seek legal action to resolve this challenge.
