Allocation Details
The government allocated Ksh14 billion for the second term to support free day junior secondary schools. Each school hosting junior secondary students receives Ksh274,444.
Disbursement Breakdown
A circular dated June 18, 2024, from Basic Education Principal Secretary Dr. Belio Kipsang, outlined the allocation process using data from the National Education Management Information System (NEMIS). Funds per student include:
– **Ksh1,746.38 for tuition** (with Ksh1,175.72 for centralized procurement)
– **Ksh2,076 for operations** (Ksh1,976 and Ksh100 for centralized procurement)
School Allocations
Schools receive additional allocations such as:
– **Ksh199,713 for personal remuneration**
– **Ksh58,416.37 for operational costs** (including rental box, telephone charges, board meetings, and capacity building)
– **Ksh11,667.14 for internet and electricity**
– **Ksh4,647.49 for water and conservancy**
Compliance and Accountability
Funds are meant for students in grades 7 and 8. Schools must acknowledge receipt within two weeks or face removal from the scheme. Schools with lower enrollment than reported will have funds recovered.
Additional Funding
Besides the Ksh5000 capitation for junior secondary students, the government also allocated:
