 Introduction to TSC’s New Requirements
The Teachers Service Commission (TSC) has introduced significant changes affecting PTE (Primary Teachers Education) certificate holders. According to a recent report, holding a PTE certificate alone will no longer be sufficient for teaching in primary schools.

 Implementation of Competency Based Curriculum (CBC)
Starting 2024, all primary schools will fully adopt the Competency Based Curriculum (CBC) from Grade 1 to 6. Consequently, TSC will recruit P1 teachers who have completed Competency Based Teacher Education (CBTE).
 Requirement for Diploma Holders
Furthermore, TSC specified that the minimum entry grade for teaching will be a Diploma, meaning only teachers with the Diploma in Primary Teacher Education (DPTE) will be eligible for employment in primary schools. Teachers with upgraded certificates to DPTE will qualify for recruitment.
Job Group Changes
TSC also announced plans to phase out job group B5 for primary school teachers, with new recruits being placed in job group C1.
Internship and Confirmation
Currently, TSC has 46,000 teachers serving under internship terms, with plans to confirm them into permanent positions by 2025. The commission employed 20,000 intern teachers in February and another 20,000 in August 2022.
 Specifics on Internship Renewals
In January 2022, TSC assigned a total of 1,995 intern teachers to schools and renewed the contracts of 4,005 teachers whose one-year terms ended in December 2021. Primary school intern teachers will not be affected by the new policy, as they will be confirmed after serving for two years.
 Response and Upgrading
Previously, TSC provided ten marks to P1 teachers upgrading to the Competency Based Curriculum. Following the announcement, many primary and nursery school teachers have begun upgrading their certificates to the CBC Diploma.
