Introduction
The Teachers Service Commission (TSC) has allocated Sh13.4 billion for the permanent employment of junior secondary school (JSS) intern teachers in the fiscal year 2024–2025. Treasury Cabinet Secretary Njuguna Ndung’u announced this significant budgetary provision aimed at enhancing the education sector.
Budget Allocation and Plans
In May this year, TSC sought additional funds from Members of Parliament to cover expenses related to hiring all 46,000 interns. The commission projects a total expenditure of Sh30 billion from July 1, 2024, to recruit these interns into permanent positions, funded by taxpayers. Specifically, by January 2025, TSC plans to employ 26,000 intern instructors under permanent terms, requiring Sh8.3 billion for their certification.
Challenges and Responses
Since the beginning of the second year, protests have erupted nationwide among the 46,000 interns currently hired on contract, advocating for permanent positions with retirement benefits. Responding to these protests, TSC issued warning letters on May 13 and show-cause letters on May 22, subsequently dismissing some interns for professional misconduct. Out of 10,348 interns issued show-cause letters for absenteeism since May 13, 2024, only 9,606 responded within the stipulated timeframe for the process to start officially
Termination and Replacement
Following the protests, TSC terminated the contracts of 742 interns who neither reported to work nor provided their whereabouts. These interns represent 1.6% of the total 46,000 interns employed.
