Introduction

The Teachers Service Commission (TSC) is set to improve salaries for teachers as part of the second phase of the Collective Bargaining Agreement (CBA). According to the 2024–2025 budget predictions, the TSC received a significant allocation to facilitate these enhancements.

Budget Allocation for Teacher Promotions

To implement the second phase of the CBA, the government allocated an additional Ksh. 1 billion to the TSC. This funding will support the promotion of teachers who have remained in the same job category for years. The commission aims to address long-standing stagnation in career progression for many educators.

 Salary Increases and Allowances

The salary improvements for teachers will occur in two stages. The first stage was executed in August of the previous year, and the second stage will commence soon. Salary increases will range from 7% to 9.5%, providing significant financial relief to educators. Additionally, teachers received an increment in their home allowances, enhancing their overall compensation package.

 Non-Monetary Agreement

In February, TSC CEO Nancy Macharia and Legal Director Cavin Anyuor presented the CBA to the parliamentary committee. The agreement, which included both monetary and non-monetary aspects, was designed to benefit teachers comprehensively. The education sector received Ksh. 364.9 billion, an increase of over Ksh. 48 billion from the previous fiscal year. However, the Treasury recently reduced this allocation by Ksh. 5.033 billion.

Promotion Updates

Despite the financial constraints, the TSC continued to promote teachers. However, approximately 3,000 secondary school teachers and 9,000 primary school teachers did not receive promotions this year. The upcoming fiscal year promises to address these gaps, ensuring that all deserving educators receive their due advancements.

 Housing Allowance and Pay Structure

The improvement in teachers’ house allowances began last year, following the CBA. This increase, ranging from 7% to 9.5%, was disbursed over two years, starting in August 2023. The agreement between the teachers’ unions and the TSC included a non-monetary component to further support teachers’ welfare.

Testimonies Before the Parliamentary Committee

Nancy Macharia and Cavin Anyuor confirmed the details of the CBA during their February 2024 appearance before the parliamentary committee. They emphasized the modifications made to teachers’ pay, which aligned with each employment group’s agreements.

Conclusion

TSC’s efforts to improve salaries for teachers in the second phase of the CBA highlight a commitment to enhancing educators’ welfare. Through strategic budget allocations and a balanced agreement, TSC continues to address the needs of teachers, ensuring better compensation and career growth opportunities.
