President William Ruto recently declared that the new university funding model is performing as intended. Following a meeting with Vice Chancellors from all public universities and constituent colleges, Ruto confirmed their satisfaction with the model.
 Financial Relief for Universities
Ruto assured that in the next three years, the financial struggles faced by public universities will be resolved. He emphasized his administration’s dedication to increasing budgetary support for these institutions, including ongoing support for current students.
“The vice-chancellors confirmed that the financing model is working and in three years will sort out the financial challenges facing our universities,” Ruto stated.
Commitment to Budgetary Support
The administration’s plan includes enhancing budgetary support for continuing students. “The Government is committed to enhancing budgetary support for the differentiated unit cost for continuing students,” Ruto reiterated.
 Evaluation of the Funding Model
On Tuesday morning, President Ruto convened with vice-chancellors and principals of constituent colleges at State House, Nairobi, to review the funding model introduced last year. This model, unveiled by Ruto on May 3, 2023, aims to primarily benefit students from extremely poor backgrounds.
Aims of the New Funding Model
Under this new funding model, universities and TVETs no longer receive block funding based on a Differentiated Unit Cost. Instead, the model ensures that learners from vulnerable and extremely needy families have equal access to university education.
 Support for Needy Students
Ruto highlighted that needy students will receive government scholarships covering up to 53 percent of their education costs and loans for up to 40 percent. “Parents will only pay 7 percent of the total cost of their university education,” Ruto said.
 Funding for TVET Students
Those attending TVETs will benefit from government scholarships covering up to 50 percent and loans covering 30 percent of their costs. Their households will contribute 20 percent of the total expenses.
