Introduction:

The Teachers Service Commission (TSC) has mandated the Teacher Progression Development (TPD) program for all teachers. This move aims to enhance teacher development and improve the quality of education in Kenya.

 

 

 

 

 

 

 

 

 

 

TPD Program: A Mandatory Requirement for Promotion:

As per the Commission’s Career Progression Guidelines (CPG), attending and completing the TPD program from accredited institutions is now a prerequisite for teacher promotions. Teachers who have not undergone this program will not be considered for upcoming promotions.

 

 

 

 

 

 

 

 

 

 

Challenges Faced:

Since its inception, the TPD program has faced resistance and criticism, resulting in a low turnout of teachers attending the program. Consequently, the commission has reiterated its stance on promoting only those teachers who have completed the program.

 

 

 

 

 

 

 

 

 

 

 

 

Institutional Selection and Training Initiation:

In February, the commission invited institutions to bid for offering the TPD program. Mount Kenya University was among the first institutions selected to conduct online training sessions for teachers. Other accredited institutions include Kenyatta University, Riara University, and Kenya Education Management Institute (KEMI).

 

 

 

 

 

 

 

 

Government Support and Legal Clearance:

Despite legal hurdles, the government, under the Kenya Kwanza initiative, now supports the TPD program, making it mandatory for all teachers in Kenya. The commission has received clearance to proceed with the program, disregarding court orders.

 

 

 

 

 

 

 

 

 

 

Completion Requirements and Module Highlights:

Teachers who complete the five modules in TPD will receive certificates and be eligible for promotions. Modules cover areas such as teacher professionalism, assessment, school health and safety, pedagogy, inclusive practices, instructional leadership, and financial literacy.

 

 

 

 

 

 

 

 

 

 

 

Uncertainty and Future Direction:

However, it remains uncertain who will bear the cost of the program, as the commission and the government are yet to provide clarity on this matter.
