Budget Allocation for TSC
In the 2024/2025 budget estimates, the Teachers Service Commission (TSC) has received a substantial allocation to implement the second phase of the Collective Bargaining Agreement (CBA) signed by the Teachers Unions last year. The TSC will use this funding to promote teachers and raise their salaries.
Promotion and Salary Increments
The commission has been awarded Ksh. 1 billion to promote teachers who have been stagnating in the same job group for years. This allocation will ensure that deserving teachers move up in their careers, addressing long-standing stagnation issues.
 Increment Phases
The salary increments for teachers are being implemented in two phases. The first phase was disbursed in August of last year, where teachers received a salary increase of between 7% and 9.5%. This increment also led to an increase in house allowances, benefiting the teachers further.
 Non-Monetary Agreement
In addition to the monetary increments, the teachers’ unions signed a non-monetary agreement with the TSC. This agreement, presented before the parliamentary committee in February by TSC CEO Nancy Macharia and Legal Director Cavin Anyuor, supports various non-financial benefits for teachers.
 Significant Education Sector Budget
The education sector received a significant portion of the national budget, amounting to Ksh. 364.9 billion. This is an increase of over Ksh. 48 billion from the previous financial year. However, recent indications suggest that the Treasury has reduced the allocation by Ksh. 5.033 billion according to the budget policy statement.
 Future Promotions
This year, the commission has already promoted some teachers. However, about 9,000 primary school teachers and 3,000 secondary school teachers are still awaiting promotion. These teachers are expected to receive their promotions in the next financial year, ensuring that the TSC continues to promote teachers and raise salaries.
Continued Efforts
Last year, teachers saw improvements in their house allowances due to the signed CBA, which spread the benefits over two years, with the first installment issued in August 2023. The TSC remains committed to promoting teachers and raising salaries, as confirmed by TSC CEO Nancy Macharia and Legal Director Cavin Anyuor in February 2024.
