Introduction

The Teachers Service Commission (TSC) has implemented a new strategy, assigning a single teacher to each junior secondary class. This initiative extends to primary schools, where teacher allocation is based on the number of Grade 7 classes.

 

 

 

 

 

 

 

 

 

 

Teacher Allocation and Budget

According to Cavin Anyuor, a TSC legal officer, there are approximately 30,550 Grade 7 classes nationwide. Since January, the TSC has adhered to the policy of assigning one teacher per class. Anyuor clarified that the allocation of teachers correlates with the number of classes, with each class receiving its designated educator. Additionally, Anyuor emphasized that teacher allocation aligns with the budget provided by the Treasury.

 

 

 

 

 

 

 

 

 

 

Retooling of Primary School Teachers

TSC chair Jamleck Muturi announced plans to retool primary school teachers to accommodate the new initiative. Muturi stated, “TSC will redistribute teachers who are in primary school and qualified to teach in junior secondary.” This move aims to optimize the utilization of qualified educators within the education system.

 

 

 

 

 

 

 

 

 

Junior Secondary School (JSS)

Introduced in December 2017 under the Competence Based Curriculum, JSS prioritizes learners’ competencies and skills over content knowledge. Grade 7 serves as a crucial transitional stage between primary and secondary education, catering to learners aged 12 to 14 years.

 

 

 

 

 

 

 

 

 

 

Challenges and Uncertainty

Despite the implementation of the Grade 7 initiative, uncertainty looms as JSS intern teachers protest for permanent and pensionable employment terms. Currently, intern teachers are hired on an annual contract basis, leading to unrest within the teaching fraternity.
