The National Treasury recently announced budget adjustments for the 2024/2025.  Programme Based Budget, impacting various sectors like Agriculture, Healthcare, Energy, Cooperatives, and Trade and Industry. These changes have sparked concerns, particularly in the education sector.

 

 

Impact on Education Sector:

Education bears the brunt of these adjustments, with significant reductions affecting State Departments overseeing Technical Vocational Education and Training (TVETs), Higher Education, and Basic Education. In the upcoming fiscal year, the sector faces cuts totaling over Ksh 57 billion.

 

 

Breakdown of Cuts:

Within the Basic Education sector, primary schools face a substantial reduction of Ksh 6.64 billion, while secondary education sees a more modest increase. Quality assurance and standards in basic education are also affected, with a Ksh 1 billion reduction.

 

 

Challenges for Higher Education:

Universities within the State Department for Higher Education are not exempt, facing a loss of approximately Ksh 9 billion. This presents challenges for public universities, which heavily rely on funding for operational sustainability and face financial strain.

 

 

Relief for Teachers:

Amidst these adjustments, there is some relief for teachers as the Teachers Service Commission (TSC) is poised to receive a significant boost of Ksh 9.35 billion. This funding aims to facilitate the hiring of 20,000 teachers in the current fiscal year, addressing shortages and enhancing the teacher-student ratio.

 

 

 

Government Response:

Education CS Ezekiel Machogu stressed the seriousness of the situation, highlighting previous hiring initiatives under the Kenya Kwanza administration. These efforts brought 56,750 teachers on board, ensuring the smooth functioning of schools.

The State Department for Basic Education oversees various crucial aspects, including policy management, curriculum development, and national examinations administration for primary and secondary education institutions.
