TSC Phase II Beneficiary Analysis . Advancing Teacher Compensation: Unveiling the Second Phase of TSC Level 2 Salary Increase.
Introduction:
Starting July 1, 2024, TSC teachers are poised to reap the benefits of the second phase of salary increment . This is as per the delineated 2021-2025 Collective Bargaining Agreement (CBA). Under the CBA agreement, the Teachers Service Commission (TSC) plan. The signing of the CBA on August 28, 2023, between TSC, the Kenya Union of Post Primary Education Teachers (KUPPET), and the Kenya Union of Special Needs Education Teachers (KUSNET) marked the initiation of a two-phase salary escalation. The first phase, effective from July 1, 2023, to June 30, 2024. This precedes the second phase that is slated to commence between July 1, 2024, and June 30, 2025. This increment will see many teachers through financial constraints across Kenya. TSC teachers are optimistic that the agreement will be met without any delay or stagnation.
Identification of Beneficiaries:
The beneficiary identification process involves grouping as follows:
1. Group 1:Nairobi City
2. Group 2: Mombasa, Kisumu, Nakuru City, and other similar areas.
3. Group 3: Old Town
4. Group 4: All other areas
Additional Benefits by TSC:
While TSC maintains housing benefits at baseline for Groups 1, 2, and 3, it has introduced an adjustments for Group 4. This was implemented in two phases. The initial phase, that was to be effective from August 2023, will continue reimbursement until January 7, this will be followed by the second phase scheduled for January 7, 2024, accompanied by detailed guidelines. This comes after a long stalemate between teachers and the government over salary increment. It has taken some time to be implemented by the Kenyan government.
