Introduction: Acknowledging the Challenge

Education Cabinet Secretary Ezekiel Machogu, representing the Ministry of Education (MoE), addressed a pressing concern regarding the forthcoming Grade 9 transition. The ministry identified a deficit of 15,021 classrooms required to accommodate the inaugural Grade 9 cohort in January 2025.

 

 

Government Action Plan Unveiled

Machogu presented a comprehensive strategy during his Senate testimony on March 20, 2024. He highlighted that the state’s readiness for Grade 9 enrollment.  He further disclosed that the allocation of a conditional grant of Sh3.39 billion to the National Government-Constituency Development Fund (NG-CDF). This grant aims to bolster infrastructure development across constituencies.

 

 

Active Infrastructure Development Initiatives

Under Machogu’s directive, the ministry devised a county-specific plan to address the classroom shortage. Leveraging the NG-CDF grant, the government plans to construct new classrooms, bridging the current gap. He also said that the ministry is ready to cooperate with all the stakeholders to ensure smooth service delivery.

 

 

 

Expanding Funding Channels for Education Infrastructure

The initiative extends beyond NG-CDF, with the government tapping into additional funding streams. Machogu revealed a collaboration with the World Bank, securing an allocation of Sh9 billion. This funding will support the construction of 9,000 classrooms, supplementing the NG-CDF initiative.

 

 

Collaborative Efforts for Comprehensive Solutions

The synergy between NG-CDF and World Bank funding will yield a total of 15,000 new classrooms, significantly enhancing educational infrastructure nationwide.

Ensuring Continuity and Progress

Machogu assured continuity for Junior Secondary School (JSS) students, clarifying that JSS classes will remain within primary school premises. Additionally, he reaffirmed the smooth transition of Grade 9 students to senior school upon completion.
