Phase 2 Salary Increment Funded . Teachers to Receive Phase 2 Salary Increment in July 2024.
Introduction:
Teachers are poised to experience a salary increment commencing July 2024. This is part of the implementation of phase 2 of the pay rise initiative. This development follows the allocation of funds by the budget committee to facilitate it . This is among the commission’s efforts in executing the salary increment.
Announcement by Kiharu MP:
The announcement was made public by Kiharu MP Ndindi Nyoro. Nyoro serves as the Chairman of the Budget and Appropriations Committee, during the 2024-2025 budget appropriations.
Allocation to TSC:
A significant portion of the total budget allocated to the Ministry of Education was designated for the Teachers Service Commission (TSC). This allocation amounted to Sh369.94 billion, a portion of which will be utilized to implement the Collective Bargaining Agreement (CBA) spanning from 2021 to 2025. Additionally, funds will be allocated for the employment of 20,000 intern teachers and the confirmation of 25,000 currently serving interns.
Implementation Phases:
The CBA, signed on 28th August 2023, outlined a two-phase salary increment plan. The first phase commenced on 1st July 2023, concluding on 30th June 2024. Subsequently, the second and final phase will be effective from 1st July 2024 to 30th June 2025, benefiting teachers in service as of 1st July 2023.
House Allowances:
House allowances for teachers are categorized into four clusters, with clusters 1, 2, and 3 maintaining their current rates, while cluster 4 allowances undergo a phased review. The first phase, effective from 1st July 2023 to August 2023, has been disbursed, with the final phase scheduled for payment on 1st July 2024.
Confirmation of Interns:
A budget allocation of Sh26 billion has been earmarked to facilitate the conversion of interns into permanent and pensionable terms. The 20,000 intern teachers contracted in February 2023 will be automatically confirmed, with their second internship term ending in December of the current year.
Recruitment and Deployment:
The commission, in alignment with its objectives, plans to recruit an additional 20,000 new interns. Moreover, an advert has been released to deploy 6,000 primary school teachers to Junior Secondary Schools nationwide. Serving primary school teachers possessing diplomas and degrees in secondary education are encouraged to submit their applications via the designated portal before or on 18th March 2024.
