The Ministry of  Education unveils a groundbreaking initiative . This is to merge the Kenya Universities and Colleges Central Placement Service (KUCCPS) with the Higher Education Board HELB . This strategic merger, outlined in the Higher Education and Finance 2024 proposal. This aims to establish a distinct entity within the Ministry of Higher Education and Finance. It’s dedicated to enhancing educational opportunities and financial support for university students across the country.

The newly formed organization will assume pivotal roles. This roles includes facilitating improved access to quality education, disbursing loans to university students, and overseeing the financial development and infrastructure refurbishment of educational institutions. Additionally, it will conduct comprehensive assessments of ongoing educational initiatives. This including cost analysis, and play a vital role in enhancing affordability to aid government efforts in resource allocation for education.

Moreover, the integrated entity will offer comprehensive career guidance. And also placement services, and financial counseling to individuals seeking advanced training and career management. It will streamline administrative processes, such as managing loan disbursements and providing timely information to education coordinators regarding placement and funding.

Noteworthy amendments in the application include provisions for expanded loan facilities, with repayment obligations commencing twelve months post-graduation. Employers are mandated to report new hires who are loan recipients within three months of employment, facilitating systematic loan repayment through quarterly deductions from employees’ salaries.

Furthermore, the legislation introduces a reimbursement mechanism for housing expenses for foreign beneficiaries, enhancing inclusivity and support for international students.
