Education Reform Legislation Proposed. Strengthening District Committee Members’ Capacity in Educational Leadership: An Overview of Proposed Legislative Reforms.

 

Introduction:

The proposed Basic Education Bill  of 2024 signifies a significant departure from the established norms outlined in the Basic Education Act of  2013. This amendment, discussed extensively at a recent stakeholder forum, aims to overhaul the educational leadership structure at the district level.

 

Rationale for Reform:

These proposed changes stem from the recommendations put forth by the Presidential Working Group on Education Reforms (PWPER), which was established to tackle the evident challenges within Kenya’s education sector. Education Cabinet Secretary Ezekiel Machogu underscored the necessity of these reforms to address deficiencies across all levels of the Kenyan education system. Additionally, Machogu highlighted concurrent changes outlined in the Universities Act of  2024, which seek to redefine the scope of degree programs offered by the Kenyan universities.

 

Legislative Initiatives for Educational Transformation:

The Ministry of education presented several pivotal documents to stakeholders for deliberation and feedback, including the Policy Framework for Education Reform in Kenya 2024. Machogu emphasized the foundational role of this session paper in implementing the recommendations outlined in the report and its subsequent submission to parliament for adoption.
