   Introduction:
In 2023, disappointment befell over 17,000 teachers who failed to secure promotions. This ushering in another period of anticipation for those aspiring for higher pay grades. A total of 28,681 teachers applied for promotions in response to the announcement by the Teachers Service Commission (TSC) of 14,738 available posts. Although 24,255 teachers were shortlisted, only 11,231 ultimately received promotions, leaving 17,450 teachers without the sought-after advancement. This discrepancy highlights that 3,507 positions remained unfilled.
Disparities Across Job Categories
The TSC’s promotion advertisement for 2023 encompassed various job groups. The job groups including Regular School Principals (D3), Special Needs Education School Principals (D3), Deputy Principals, and Senior Teachers. However, disparities were observed in application numbers, shortlisting, and promotions across these categories.
For instance, out of 602 available posts for Regular School Principals (D3), only 257 applied, and all were shortlisted, resulting in 253 promotions. Similarly, in the category of Deputy Principal II (D2), where 725 posts were advertised, all 3,511 applicants were shortlisted, but only 362 secured promotions.
Persistent Teacher Shortages
The report from the TSC underscored the ongoing challenge of teacher shortages, revealing a deficit of 111,870 teachers as of June 30, 2023. Despite government support, the need for additional budgetary allocation to recruit more teachers was emphasized.

Promotion Processes and Guidelines
Teacher promotions, guided by the Career Progression Guidelines for Teachers (2018), are contingent upon budgetary provisions and vacancy availability. In the 2022-23 academic year, the TSC reported promoting 11,231 teachers through competitive selection and 11,069 through common cadre establishments.
Teachers noted that promotion interviews occur every three years. This have variations influenced by government funding. Teachers on the TSC roll are automatically promoted after the first three years of service, and subsequent promotions require application during advertised rounds.
TSC’s Response and Future Plans
TSC Chief Nancy Macharia acknowledged the demand for more teachers, unveiling plans to recruit 20,000 additional teachers in the next financial year. Despite challenges, she affirmed the commission’s commitment to recognizing and rewarding teachers’ efforts, with 36,505 promotions underway in various grades. This initiative reflects ongoing efforts to address staffing gaps and ensure optimal levels in the education sector.
