        Introduction:

The University of Nairobi, in response to a directive from the Kenyan government, will now require students and staff obtaining meals from its kitchens to utilize the e-Citizen platform for payments. This mandate, issued by the Kenya Kwanza government, stipulates that all financial transactions with the institution must be conducted through the government’s online portal.

 

Implementation of the Directive

In compliance with this directive, the university administration disseminated a memo to all students and staff outlining the procedures for making payments through the e-Citizen platform. The memo, distributed by the Vice-Chancellor’s office via the corporate affairs channel, emphasizes the government’s requirement for utilizing the designated paybill number 222222.

 

Payment Process

To facilitate payments, individuals are instructed to input the Outlet/Live identifier in capital letters, followed by a hyphen and their respective name as the account number (e.g., NUK1-name). The university has further provided specific Outlet/Live identifiers corresponding to various kitchens across its main and satellite campuses within Nairobi.

This directive aligns with the broader government initiative to transition all its services to the e-Citizen platform. Notably, the government recently completed this migration, necessitating individuals seeking government services to pay nominal administrative fees per transaction.

The Treasury and Economic Planning Cabinet Secretary, Njuguna Ndung’u, announced the introduction of access fees for government services on the e-Citizen platform in December 2023. According to a gazette notice, individuals accessing services through the platform will incur nominal charges based on transaction amounts.

    Fee Structure

– Transactions below Ksh. 199 will incur a fee of Ksh. 5.

– Transactions ranging from Ksh. 200 to Ksh. 299 will incur a fee of Ksh. 10.

– Transactions ranging from Ksh. 300 to Ksh. 499 will incur a fee of Ksh. 15.

– Transactions ranging from Ksh. 500 to Ksh. 699 will incur a fee of Ksh. 20.

– Transactions ranging from Ksh. 700 to Ksh. 999 will incur a fee of Ksh. 25.

– Transactions exceeding Ksh. 1000 will incur a flat fee of Ksh. 50, while transactions in foreign currency will be converted at the prevailing exchange rate of Ksh. 156 per US dollar.
