Kuppet Concerns eCitizen Fees.Bungoma County Kuppet Chairman Criticizes Government’s Decision on E-Citizen Fee Collection.
  Introduction:
Bungoma County Kuppet Chairman, David Barasa, has criticized the e- Citizen fee payment. This is after the state’s pronouncement on e- Citizen fees payment. The state ordered that school fees should now be collected via the e-citizen platform. This announcement came from Principal Secretary for Basic Education, Belio Kipsang.
Lack of Consultation and Potential Chaos in Education Sector
National Kuppet Secretary General, Akelo Misori, expressed discontent. He stated that the decision was reached without consultations. During a press conference in Bungoma, the branch Chairperson highlighted concerns. Stating that the move could lead to fresh chaos in the education sector. He emphasized that the sector is already grappling with confusion regarding capitation to schools.
Impact on Innovative Income-Generating Activities
Mr Barasa argued that the government’s move to digitize fee submission would jeopardize schools . Since many schools have embarked on innovative income-generating activities (IGAs). He pointed out that some parents contribute fees through labor, supplying materials like firewood, bricks, or donating animals, which are then valued in exchange for fees. Barasa questioned the feasibility of submitting such non-monetary contributions through the e-Citizen platform.
Challenges Faced by Schools and Principals’ Innovations
Highlighting the challenges faced by schools, Barasa emphasized that the scanty capitation received is insufficient . He emphasized that it’s difficult to manage tuition accounts and meet operational needs, such as purchasing chemicals. He noted that principals have resorted to innovative strategies to sustain institutions amidst financial constraints. Barasa cautioned that mandating e-Citizen fee payments would disrupt these plans and further burden schools.
Government’s Access to School Information
Barasa also questioned the government’s motive. Barasa queried the necessity of collecting additional information from schools, asserting that the government already possesses comprehensive data about educational institutions. He speculated whether the government intends to create fictitious accounts within schools.
Concerns Over Delayed Remittances
Barasa expressed concerns over potential delays in remittances from the national government. He also warned that centralizing fee collection could exacerbate the financial strain on schools. He emphasized the vital role of timely funding in sustaining school operations . He also urged the government to reconsider its decision promptly.
