Munavu’s ECDE Proposals Rejected.Title 1: Workers Protest Proposed Transfer of ECDE Management from Counties to National Government.
   Introduction:
The Kenya County Government Workers Union, led by General Secretary Roba Duba, strongly opposes the recent recommendations of the Presidential Working Party on Education Reform (PWPER). The proposed transfer of the Early Childhood Development Education (ECDE) teachers’ management function from county to national government. This is deemed detrimental to the progress achieved by the counties in streamlining the sector.
Challenges Faced by Counties:
Duba emphasized the challenges faced by counties in managing ECDE schools. He cited issues such as inadequate funding and mismanagement. Despite these obstacles, he highlighted the strides made by most counties in enhancing the management of these vital institutions since the inception of devolution.
Council of Governors’ Initiative:
The Council of Governors (CoG) played a crucial role in addressing these challenges by introducing a Scheme of Service. This scheme outlines the terms and conditions for ECDE teachers. Duba commended the widespread adoption of this scheme by most counties, resulting in improved institution management and teacher welfare.
  Funding Dilemma:
The primary challenge identified by the devolved units’ workers lobby revolves around funding constraints that hinders implementation of necessary changes for the success of ECDE schools. The workers lobby asserts that proper and timely funding is essential for counties to effectively run these institutions and sustain the progress made.
Call for Parliamentary Support:
Duba urged Parliament to ensure adequate funding for counties . The funding will guarantee the seamless operation of pre-primary institutions. He also emphasized the need to preserve the advancements achieved so far.

Duba, accompanied by his deputy John Ndunda and national treasurer Tom Kang’ethe, echoed the CoG’s recent demand for additional funding amounting to Sh459 billion.
