Headteachers Resist Ministry’s Capitation Directive .Head teachers find themselves in a quandary . This is after  the Ministry of Education instructs them to confirm receipt of Sh8,319 in first-term capitation funds per student. Despite the directive, secondary school headteachers claim to have received only Sh4,100, not the expected Sh8,319.

 Confusion and Frustration

Expressing fury, the head teachers reject the order by Principal Secretary Belio Kipsang. They assert that they can only account for the Sh4,100 that was remitted. The circular, dated January 17 and sent through County Directors of Education, stipulates a two-week window for acknowledgment. They issued a warning of future funding suspension for non-compliance.

The headteachers also accused the government of withholding Sh64 billion since 2019. The headteachers who are under the Kenya Secondary School Heads Association, take their grievances to social media. They argue that obeying the directive would strain relations with parents over the money owed.

 

 Budgetary Discrepancies

Willy Kuria, National Chairman of the Heads Association, reveals that head teachers expected Sh10,000 but only received Sh4,100 from the Ministry. He points out the government’s budget of Sh22,400 per student per year, which is inadequately remitted, leaving institutions financially strained.

Ministry Responds to Concerns

In response, the Ministry of Education has issued an updated circular. The circular acknowledges the processing of a second disbursement of capitation funds. The director of secondary education clarifies that acknowledgment is required for both the first and second tranches in term one, amounting to 50%. The circular reassures that funds for the second tranche will be disbursed shortly.

 

Explanation of Allocation and Retained Funds

The circular explains that the allocation of Sh8,319 per student was based on information captured in Nemis on November 9 of the previous year. It further details that Sh565 of the remitted amount was retained by the Ministry for SMASS, textbooks, and co-curricular activities. Head teachers, however, insist they can only account for funds received in their bank accounts, emphasizing the moral issue of acknowledging what they haven’t received.
