Dare Not To Hike Fees. President William Ruto has issued a firm warning to school administrators who impose illegal fees on parents. He directed the Ministry of Education to oversee the utilization of the recently disbursed Ksh 67 billion capitation fund, emphasizing the government’s commitment to ensuring Kenyan children stay in school. The president stressed on the following during his speech:

1.Government’s Stance on Education Funding

President Ruto underscored the release of Ksh 67 billion, along with an extra Ksh10 billion for NG-CDF as bursaries and scholarships for underprivileged students. Any school head sending students home due to fees is deemed in violation, as the government is already handling their education. The President cautioned against extra charges introduced by school principals, assuring that the law would catch up with them. Contentious fees include motivation, remedial, lunch, and expenses for purchasing full ream papers.

2. Ministry Directives and Concerns:

Education Cabinet Secretary Ezekiel Machogu implemented specific measures for grade 7 and 8 learners. This includes allowing candidates from the 2023 Kenya Primary Schools Education Assessment to join Grade 7 in Junior Secondary Schools and utilizing classrooms previously used by Grade 8 learners in 2023.Dr. Ruto expressed concern over the increasing demand for money by school administrators, diverting focus from learners’ education. He affirmed the government’s stance against rogue teachers engaging in such practices.

3. Addressing Staffing Shortages and Future Plans:

During an interdenominational prayer service, Dr. Ruto announced the employment of 56,000 new teachers to address staffing shortages. Parliament was expected to discuss hiring an additional 22,000 teachers. Plans were also mentioned to post 2,000 Tvet tutors to technical colleges next month to accommodate the growing number of students transitioning from primary and secondary schools.

4. Response to Opposition and Healthcare Scheme:

Dr. Ruto accused the opposition of misleading Kenyans on government key policies, citing the recent court approval of the Social Health Insurance Fund (SHIF). He defended the scheme, stating it would provide affordable healthcare, while opponents argued that most funds collected would go to administrative expenses.

5. Development Projects and Financial Allocations:

During his visit to Busia County, Dr. Ruto commissioned a Ksh650 million water project in Malakisi and allocated Ksh200 million.The money will cater  or water pipes under the last mile initiative to Teso North, Teso South, and Bungoma. An additional Sh4 billion was promised for the expansion of the Lower Nzoia rice scheme project in Bunyala. The President was accompanied by Prime CS Musalia Mudavadi, National Assembly Speaker Moses Wetang’ula, Sports CS Ababu Namwamba, Governor Paul Otuoma, among others leaders.
