HEF Model Tiers

HEF Model Tiers allocate student funding based on mean testing through the MIT, assessing a student’s need level. The program considers program type, household income band, affirmative performance, and government priority areas.

1. Vulnerable Students

Vulnerable students will receive 82% in scholarships and 18% in loans, totaling 100% education funding, exempting them from any payments.

2. Extremely Needy Students

Extremely needy students will obtain education funding through a combination of 70% scholarships and 30% loans, constituting the entire 100% funding.

3. Needy Students

Needy students must contribute 7% of the fee, with the remaining 93% covered by a 53% scholarship and a 40% loan.

4. Less Needy Students

Scholarships will account for 38% of expenses for less needy students, while loans will cover 55%, leaving them responsible for 7% of fees.

5. TVET Students Funding

For TVET students, 50% of government education funding will be allocated, with loans covering 30%, and households expected to cover the remaining 20%.
